Pada pidato Pembukaan Konferensi Asia-Afrika tanggal 18 April tahun 1955 di Bandung, Jawa Barat, Presiden RI Soekarno merilis peta-dinamika abad 20 : ‘This twentieth century has been a period of terrific dynamism. Perhaps the last fifty years have seen more developments and more material progress than the previous five hundred years… He has learned to project his voice and his picture across oceans and continents. He has probed deep into the secrets of nature and learned how to make the desert bloom and the plants of the earth increase their bounty. He has learned how to release the immense forces locked in the smallest particles of matter.” (Soekarno, 1955:3).

Isi pidato Presiden Soekarno itu antara lain telah melihat tanda-tanda revolusi IT— proyeksi suara dan gambar lintas lautan dan benua serta revolusi pemacahan zat terkecil. Namun, Presiden Soekarno (1955:3) menekankan bahwa keahlian IPTEK (ilmiah-teknis) tidak seiring-sejalan dengan keahlian level negarawan guna menyusun komando-kontrol arah perubahan negara.
